Keeping roads safe during winter is a complex, time-critical operation. For the Agentschap Wegen en Verkeer, this means coordinating teams, contractors and resources across the entire Flemish road network.
To prevent hazardous conditions such as frost and slippery surfaces, the agency relies on a network of measuring points that continuously monitor road conditions. When risks are detected, intervention teams are deployed to distribute salt or brine from storage compounds along the highways.
However, the process behind this operation was largely manual and fragmented—limiting efficiency and slowing down response times.

From manual coordination to a fully digitized and centrally managed process
The key challenge was not the lack of data, but the absence of a centralized system to manage and act on it efficiently.
Requests for salt or brine collection had to be manually validated, while access to storage compounds depended on onsite personnel. This created unnecessary delays and reduced operational visibility.
Tein Technology was tasked with redesigning the entire workflow into one integrated, digital system.
The new approach focuses on:

Connecting data from all measuring points into a single management platform

Automating validation and access processes using ID-based registration

Centrally managing access to salt and brine compounds

Integrating on-site technologies such as cameras, intercom and access control

Providing real-time insights into stock levels and distribution
At the same time, on-site infrastructure is being modernized to support full connectivity with the central system.

A smart, automated system enabling faster and more efficient winter operations
Once implemented, the new system will allow the Roads and Traffic Agency to manage winter road maintenance operations entirely remotely and in real time.
Contractors will be guided automatically to the correct locations, access will be granted digitally, and the distribution of salt and brine will be tracked and analysed centrally.
The user-friendly platform, accessible both from traffic centres and mobile devices, ensures that teams can act quickly and efficiently, regardless of their location.
Over the course of the four-year contract, Tein Technology will design, develop, implement and maintain this central system, ensuring long-term reliability and continuous improvement.
